DOGE has merged data from SSA, Treasury, OPM, HHS, and VA into a master database via Palantir. The same system used to identify undocumented immigrants is the system collecting data on trans healthcare recipients, federal employees, and political donors.

Evidence

DHS removed gender identity from its protected categories list. The Kansas AG compiled a transgender database with a March 26 deadline. ICE has maintained a 13-month trans data blackout, violating its congressional reporting mandate. The SSA Inspector General opened an investigation after a DOGE contractor allegedly copied 300+ million records to a thumb drive. The NSPM-7 Joint Mission Center now adds IRS Criminal Investigation to the interagency infrastructure — directed to review tax-exempt organizations, map donor networks, and refer targets for prosecution.

Project 2025 — authored by Heritage Foundation, implemented at 53% (283 of 532 policy goals) — contains targeting strategies for immigration enforcement, LGBTQ+ policy rollback, surveillance expansion, and media control in the same document.

Evidence

The 53% figure comes from independent monitoring organizations cross-referencing the published 900-page document against executive actions. Nearly half of Project 2025's reproductive rights recommendations are completed or in progress. Heritage architects publicly outlined a 2026 agenda for the remaining items. The same institutional network (ADF, Heritage, Federalist Society) drives both anti-LGBTQ+ legislation and immigration enforcement frameworks.

⚖️ Same legal cascade.

Over 1,000 anti-trans bills filed in 2025 across 50 states. The same legal organizations (Alliance Defending Freedom, with 4,600+ affiliated attorneys) write model legislation for immigration restriction, anti-LGBTQ+ policy, and religious exemption frameworks.

Evidence

The Supreme Court ruled 8-1 in Chiles v. Salazar (March 31, 2026) that conversion therapy bans are viewpoint discrimination — threatening protections in 23+ states. ADF has already filed follow-on cases using the same framework. Idaho HB 752 passed — the first felony bathroom ban, up to life in prison. The 4th Circuit extended Skrmetti to adult care bans. The IOC adopted SRY gene screening for all women's events. India signed a law eliminating trans self-identification for 1.4 billion people. The pattern is not American — it is international, coordinated, and accelerating.

How sources differ

On Idaho HB 752: law enforcement (FOP, Sheriffs' Association) formally opposed the bill they would be required to enforce. The policy's own implementers objected. On the IOC ban: the scientist who discovered the SRY gene (Andrew Sinclair) called the test 'misguided,' saying it cannot determine biological sex. The evidence base contradicts the policy in both cases — documented by the sources themselves.

📉 Same democratic erosion.

Seven independent democracy assessments now flag the United States as declining. V-Dem downgraded the US from "Liberal Democracy" to "Electoral Democracy" — the first time in 50 years. The Protect Democracy Authoritarian Threat Index rates the current threat at 3.4/5: "Severe."

Evidence

V-Dem's 2026 report found the US declined as much in one year as Hungary under Orbán did in four, India under Modi in ten, and Turkey under Erdoğan in ten. Freedom of expression is now at its lowest level since World War II. The US ranking dropped from 20th to 51st out of 179 countries. Bright Line Watch expert surveys show institutional confidence falling from 67 to 55. The Economist Intelligence Unit classifies the US as a 'flawed democracy' with a 7.85 score. Resistance infrastructure is also documented: Wisconsin's Supreme Court flipped to a 5-2 liberal supermajority on April 7 — anti-trans attack ads failed by a 20-point margin. A Washington Post analysis found this SCOTUS rejects civil rights claims in a majority of cases involving women and minorities while ruling for religious claimants 98% of the time.

How sources differ

These are five independent organizations in three countries using different methodologies. They agree on the direction and disagree only on magnitude. When multiple independent measurement systems converge on the same finding, the finding is not a matter of political opinion.

👁 Same surveillance.

FBI FISA 702 queries surged 35% (5,518 → 7,413/month). Section 702 expires April 20, 2026 — the House vote has been delayed by internal GOP opposition. The RISAA expansion would make every electronic communications service provider a surveillance partner. The same tool monitors immigrants, activists, journalists, and targeted communities.

Evidence

Trump reversed his 'KILL FISA' position and now backs an 18-month clean reauthorization — without the warrant requirements that civil liberties groups demanded. The bipartisan Government Surveillance Reform Act (Wyden-Lee-Davidson-Lofgren) would require warrants for Americans' data but faces administration opposition. A warrant amendment previously failed in a 212-212 tie. The House vote has been delayed by Reps. Boebert and Luna, who are blocking floor action — creating a potential lapse scenario 9 days before expiration. Meanwhile, the NSPM-7 Joint Mission Center now integrates 10 federal agencies including IRS Criminal Investigation for proactive identification of domestic terrorism suspects, with 'radical gender ideology' listed as a targeting criterion.

On FISA: what the Washington Times calls 'leveraging FISA for election integrity' (SAVE Act attachment), the EFF calls 'dropping the ball' on civil liberties reform, and the American Prospect calls 'surveillance + voter suppression in one bill.' Same legislation, three framings. The underlying facts are identical across all three sources.
